Line Item / Order shipments

Does anyone else find it ridiculous that a SINGLE LINE ITEM ORDER quantity of 2 bars of soap gets changed to 2 Shipping lines items that pack and ship separately??

Is this is due to a pick-pack-ship policy that HSN uses in their warehouses? If so, we shouldn’t be subjected to this increase in shipping charges and handling. The additional packages and increased number of deliveries cause unnecessary waste.
