Address Blocked

good afternoon can someone please tell me why my order can not be placed for my husband who is paying full price for a item 701332 from his credit card HSN really needs to stop this if you pay full price not flex pay why Block an address why block an address at all I wonder if the media knows about this. this is an old practice to stop fraud but if the crd card matches the address why are you blocking a full purchase. it makes no sense but I will alert the my local media its annoying and unfair to the consumer
